The 11th is a kama house, one of the three concerned with desire, and the 9th belongs to the dharma trine, the houses of principle. This placement puts the lord of wanting into the house that asks what the wanting is for.
What that produces is a native whose desires are not free-floating. There is a framework behind what they pursue, and things they will not do to obtain it. That is the practical meaning of a kama lord in a dharma house, and it is genuinely uncommon: most people acquire their principles and their ambitions from different places and negotiate between them.

Virgo ascendant is the strongest of the twelve. The Moon is exalted in Taurus and in moolatrikona there, and rules nothing but the 11th, so the whole gain function arrives at full strength with nothing competing. Exaltation, moolatrikona and a single lordship together make this the cleanest configuration on the page and one of the cleanest in the series.
Cancer holds the other exaltation. KP reads gains through the 11th cusp sub-lord, and higher education, the father, long journeys and doctrine through the 9th. For a publishing or teaching venture to pay, the relevant cusp must signify the 11th, which is the same principle this page describes from the other direction.
KP does not use the dharma and kama classifications at all, so the reading above about desire acquiring a framework has no counterpart there. That is a real difference rather than a gap: the two systems are asking different questions about the same houses.

Common misreadings
This is not Raja Yoga. The 9th is a trikona and no 11th lord rules a trikona in any chart, so the planet cannot supply that half of the condition. Three ascendants can supply the kendra half where the planet associates with a trikona lord.
Principled is not disinterested. Desire with a justification attached is still desire, and this configuration is unusually good at obscuring that from the person holding it.
Filtered income is not small income. The placement describes what these natives will and will not earn from. It says nothing about amounts.
It says nothing about your father. The placement describes where your own earning framework came from. It establishes nothing about anybody else’s circumstances.
