No examination in the country produces more astrology than the civil services, and most of it is bad. Lists of “IAS yogas” circulate that are ordinary Raj yogas with a new name, aspirants are told that an exalted Sun means the service, and families keep young people in preparation for six or seven years on the strength of a reading that never looked at the sixth house. So this article does two things. It sets out the combinations that actually support the civil services, and it sets out the look-alikes: the placements that get mistaken for them and that describe something else. Then it treats the examination as what it is, three tests read from three sets of houses, and it says how the attempts are timed and how the chart tells a person when to stop.

The civil services are read as the Sun, Saturn, Jupiter and Mercury through the sixth, tenth and eleventh houses, with the first, second and third for the three stages of the examination. The chart gives windows and leans. It gives no rank and no result, and every sentence below should be read with that in mind.

What the civil services are in the chart
The civil services are the state’s authority at its highest, and that is the Sun: the office, the district, the government’s face. They are administration, the cadre, the rules and the thirty years, and that is Saturn. They demand breadth, policy, the ability to answer any question on any subject, and that is Jupiter. They are won through a written examination longer than any other in the country, and that is Mercury. The houses are the sixth for the competition, the tenth for the office and the eleventh for the result, with the ninth for the favour of institutions and the lagna for the marathon itself, because nothing tests a lagna lord like three attempts at this.
The genuine combinations
- The Sun connected to the tenth house or its lord, dignified or with its debility cancelled. Authority through work, the foundation of every civil services chart.
- Saturn connected to the tenth or strong in the sixth, with the Sun involved. The state’s machinery, and the administrative cadre rather than the political one.
- The sixth lord strong and connected to the tenth or eleventh. The competition won. Without this the rest describes a person suited to office who never clears the door.
- The eleventh lord connected to the Sun or the tenth lord. The result delivered, and the letter that follows the interview.
- Jupiter aspecting the Sun, the tenth or the lagna. Breadth, the interview, and the officer-like quality the board looks for.
- Mercury strong and connected to the second, third or fifth. The written mains, nine papers of it.
- A Raj yoga in which the Sun or the tenth lord participates. Office with authority, as distinct from office with a desk.
- The Sun or Saturn in a kendra of the D10. The divisional confirmation that the authority expresses through the state.
Four or more of these is a chart the service was built for. Two or three is a chart that can reach it in a supportive window. One is a temperament, and the sections on look-alikes and stopping apply.
The six look-alikes
- An exalted or own-sign Sun with no connection to the tenth house or its lord. This is a person who carries authority in their manner, and it is common in officers and equally common in people who never sat the examination. The Sun’s dignity says how authority is held, not where.
- A Raj yoga in the fourth, fifth or ninth with the tenth untouched. Status arrives, through property, learning, children or fortune, and the native is told they have an IAS yoga because a website said Raj yoga means IAS. It means standing, and standing has many routes.
- A strong ninth house with a weak sixth. Fortune without competition: the native is lucky in every field except examinations, and the civil services are nothing but examinations.
- Jupiter dignified in the ninth or fifth with the Sun and Saturn quiet. The scholar, the teacher, the counsellor. Breadth without the state; the chart of the person who tops the mock tests and teaches the coaching class.
- Saturn in the tenth on its own. A long institutional career, in any institution, and the state only if the Sun joins in.
- The family’s chart. A parent’s Sun in the tenth does not appear in the child’s chart, and the third generation in the service is sometimes the one the chart did not choose. This is the look-alike that costs the most years.
The look-alikes are not failures. Each describes a real strength that will express somewhere, and the reading that names where is the reading a family needs before the coaching fee, not after the fourth attempt.
Prelims, mains, interview: three tests, three readings
The preliminary examination is elimination by competition, and it is the sixth house: the sixth lord’s strength and its sub-periods decide whether the native gets through the first gate. The mains are nine written papers over a week, and they are the second and third houses and Mercury: speech in the second, the writing hand in the third, the planet of the written word connected to either. A native who clears the preliminary examination repeatedly and stalls at the mains almost always has a strong sixth and a weak Mercury or second house, and the remedy is not another year of the same preparation but a change in how the writing is trained. The interview is the lagna, the Sun and Jupiter: the person in the room, the bearing, the breadth, and the assessors’ sense of whether authority sits on them. A native who reaches the interview and is not selected, more than once, has the sixth and the Mercury and lacks the Sun or the Jupiter aspect, and that is the chart that should look hard at the other services, where the board weighs differently.

Timing the attempts inside the age window
An attempt goes best in a sub-period of the sixth or eleventh lord, of the Sun when the Sun is connected to the tenth, of Saturn when Saturn is, or of Mercury for the mains, with Jupiter transiting the tenth, the eleventh, the lagna or the natal Sun as the trigger. The three stages fall across the year of an attempt, and the sub-period running at each stage can be read separately: a sixth-lord sub-period at the preliminary examination and a Mercury sub-period at the mains is a year that goes far. An attempt made in a sub-period with no connection to these houses tends to end at the mains or the interview, and two or three such near misses followed by selection when the sequence changes is the commonest history among those who clear.
The age window and the attempt limit are the hard constraints, and the reading’s most important sentence is whether the supportive sub-periods fall inside them. When they do, the reading names the attempts to invest in. When they fall outside, the honest reading says so, and points to the state services, whose windows are wider, or to the middle sector and the private one, whose fit is read in Government Job or Private Sector?. IAS, IPS, IFS, IRS: service by planet
Within a selection, the service allotted follows the planets that dominate the tenth. The Sun with Jupiter, or the Sun with Saturn and Jupiter aspecting, leans to the administrative service: the district, the secretariat, policy. The Sun with Mars, or Mars in the sixth with the Sun on the tenth, leans to the police service, and the uniformed reading in full is in Defence and Police Careers. Rahu in the twelfth or ninth, or the twelfth lord on the tenth, leans to the foreign service. Mercury with the Sun, and a strong second or eleventh, leans to the revenue and accounts services. Jupiter with the Sun and a strong ninth leans to the economic and audit services and to the services that write rather than administer. The lean is a lean, and rank and preference decide the rest.
The chart of the officer
After the examination the reading changes. The district is the fourth house, the homeland administered, and fourth-lord sub-periods bring the field posting. Transfers, which are the officer’s weather, are the third and twelfth lords and Rahu, and a strong fourth with a weak twelfth is the officer who stays somewhere long enough to finish something. The relationship with the political executive is the seventh house, the other party, and Sun-Saturn tension in the chart shows up here as friction with those who hold the authority the officer serves. The secretariat is Saturn’s tenth; the field is the Sun’s. When the chart says stop
This is the section nobody wants and the one I am most often thanked for. The chart says stop when the sixth lord is too weak to clear the preliminary examination and three sub-periods have confirmed it; when the supportive sub-periods have already passed or will not arrive before the age limit; when the signatures for another field, medicine, teaching, the bar, the market, are stronger than the signatures for the service; or when the native reaches the interview twice and the chart lacks the Sun and the Jupiter that the board is weighing. None of these is a verdict on ability. They are the chart saying that the effort will express better elsewhere, and a reading that says so at attempt two rather than attempt six has given a person back four years. The alternatives are real: the state services with wider windows, the other central services with different boards, the public sector, the teaching of the very subject that was prepared, and the private sector, where an exalted Sun with a strong eleventh does very well indeed.
The D10 for the civil servant
The Dasamsa confirms the service when the Sun or Saturn holds a kendra of the D10, or its tenth, or rules its lagna, and Jupiter in a D10 kendra adds the administrative breadth. A rashi chart carrying the genuine combinations with a D10 in which the Sun is debilitated or hidden is the chart that produces authority in the private sector rather than the state, and this single check separates more genuine charts from look-alikes than any other. A worked chart: selected at the third attempt
A Taurus lagna chart, particulars altered. Saturn rules the ninth and tenth and is the yogakaraka; it sits in Aquarius, its own sign, in the tenth, with the Sun, lord of the fourth, and Mercury, lord of the second and fifth. Venus rules the lagna and the sixth and is exalted in Pisces in the eleventh. Jupiter rules the eighth and eleventh and is exalted in Cancer in the third, aspecting the ninth and the eleventh. The Moon rules the third and is exalted in Taurus in the lagna. Mars rules the seventh and twelfth and sits in Scorpio, its own sign, in the seventh. Rahu is in Gemini in the second, Ketu in Sagittarius in the eighth.
Run the genuine list. The Sun in the tenth: one. Saturn, the tenth lord, in its own sign in the tenth with the Sun: two. The sixth lord exalted and placed in the eleventh, the competition won and the result delivered in one placement: three and four. Jupiter aspecting the eleventh and the ninth: five. Mercury, the second and fifth lord, in the tenth: the mains, six. The yogakaraka forming a Raj yoga with the Sun in the tenth: seven. The Sun in a D10 kendra: eight. Then the condition: the Sun sits in Aquarius, an enemy’s sign, with that enemy, and the reading marked the interview as the stage this chart would find hardest, because the board is the Sun’s test and this Sun holds authority under pressure rather than at ease.
The three stages read from the dasha. Venus’s major period, the lagna and sixth lord’s, exalted, covered the whole campaign. The first attempt, in Venus’s own sub-period at twenty-four, cleared the preliminary examination and fell at the mains; the sub-period was the sixth lord’s, the competition house, and Mercury’s was still years away. The second attempt, in Venus-Sun, cleared the preliminary examination and the mains and was not selected at the interview, the Sun in its enemy’s sign doing at the board exactly what the reading had said it would. The third attempt fell in Venus-Moon, the exalted planet in the lagna, the house the interview is read from, with Jupiter’s transit passing over the exalted Venus in his eleventh, and he was selected. He was allotted the administrative service, which is what the Sun with Saturn and Jupiter’s aspect reads as. Three attempts, three stages, each failure at the stage the chart had marked and the selection in the sub-period of the planet that governs the stage he had been failing. The chart had not promised him the service. It had told him which attempt to give everything to, and where to put the work in between.
What the reading refuses to do
It will not promise selection, name a rank, or forecast an allotment; the competition, the vacancies and the board are outside the chart, and any reading that claims otherwise has left the method. It will not keep a person in preparation on the strength of a look-alike; the section above exists so that it does not. It will not tell a family that a child who has failed three times is certain on the fourth; it can say whether the fourth falls in a supportive window, and if it does not, that is the more useful thing to know. It rests on the birth time, because the Sun’s house and the lords of the sixth, tenth and eleventh move with a lagna one sign wrong, and a look-alike and a genuine chart can be a few minutes apart. And it is not a substitute for the preparation; a supportive window rewards the person who has done the work, and the mains are nine papers however the sub-period reads.
